Perhaps the trouble is with the Portuguese law, which I have no clue about it. If you read well the post, the incident had nothing to do with the stormy weather, but with a simple engine problem which may happen even in a sunny day.
so I don´t think anybody could argue that this guy made any negligence act, by going out with such conditions.
Perhaps part of the problem is that this guy has jet ski, and unfortunately our authorities and a big part of the sailing community are not very fun of them. I would love to see if this incident was provoked by a sailing boat J what would be the reaction of the community
