A common and very simple problem on Blakes seacocks if:
1) not used for a while,
2) tightened more than due,
3) insufficiently greased.

Solution: 1) slacken the two screws of the retaining flange, 2) from the outside with a rod of hard wood, properly sized in order to reach the flat inner part of the cone, give an inward light blow with a mallet to free the cone. It can be done also with a metal rod but you need to be more careful.

When you reassemble the cones, be generous with the grease (I recommend the original) and do not tighten the screws with wrenches. Tighten the screws with your fingers squeezing out part of the grease and use wrenches only for tightening the seizing nuts while keeping the screws fixed.
A thin layer of grease should always be present between the cone and its seat avoiding direct metal-to-metal contact
