Ya está aclarado, al menos para mi. Me puse en contacto con los holandeses y no me conviene. Hace falta un representante legal holandés, y cada dos años hay que renovar. Mientras que la belga la obtienes (como lo hice yo con mi anterior barco, por internet y pagando 50 mas 60 euros) de por vida, y cada 5 años pagas el impuesto de 50€, sin representante legal ni nada. A continuación pongo el mail informativo que me respondieron los holandeses:

During the order, you have to upload the following he attachement:
- Copy valid passport owner
- Copy Bill of Sale
- Copie valid passport Dutch reprentative
- Enclosed form filled in by the owner and the Dutch representative (this need to be a new one every 2 years)
If there is no bill of sale we need a insurancepolicy with a bank payment of the most recent payment of the insurance. (this need to be a new one every 2 years).
Because you don't have the Dutch nationality you need a Dutch representative. Fill in the representative form and include a pasport of your Dutch representative.
