Esta es la contestación que me han dado desde Holanda... no me terminan de aclarar o no quiero entender que me dicen que no se puede...

The netherlands shipping inspectorate (NSI) as register for Dutch flagged vessel issues only certificates of registry indicating that the vessel is recorded in our register (Kadaster).
For pleasure crafts a formal registration is not a mandatory requirement and therefore the mentioned certificate is on voluntary basis.
The Netherlands Watersportverbond, a non-governmental organization for watersport related activities and boat owners issued the ICP which only indicates the owner of a vessel.
There is no link with the register (Kadaster) and indicating a flag should be confusing, therefore the new format of the ICP indicates flag NA.
With other words, ICP is not a flagstate registration, only the ownership is recorded.
The flag shown on board is often based on the homeport without any formal registration, again formal registration is an option but not mandatory.
