Al menos en 2018, que fue cuando yo consulté por última vez a las autoridades noruegas, puedes mantener el pabellón noruego siendo español e incluso residiendo fuera de Noruega, pero tienes que tener un representante allí si dejas de ser residente por aquellas tierras.
Efectivamente como Noruega no es UE, te va a tocar importar y pagar IVA (incluso aunque en Noruega el barco tendrá pagado el Merverdiavgift (MVA) porque es posterior a 1970). Y lo mismo el IEDMT, éso no te lo quita nadie.
SALVO que traigas el barco, tú sigas siendo residente en Noruega, y además cada 18 meses saques el barco de aguas de la UE (no recuerdo cuánto tiempo tenía que estar fuera). Si haces éso entonces no hay que importar y el IEDMT tampoco.
Si no quieres mantener pabellón noruego, sin duda ninguna lo que te dice Apagapenol, pero pabellón español ni se te ocurra porque efectivamente el proyecto de ingeniero te lo van a exigir y es dinero tirado por la borda.

As an EU citizen you are welcome to keep the Norwegian flag, as long as you appoint a Norwegian representative and the vessel is non-commercial yacht. The representative may be an EU citizen or Norwegian based company with a permanent address in Norway. If it is a commercial yacht, a Norwegian management company will have to be appointed – and the vessel will be registered as a commercial vessel. The owner cannot be an individual, but has to be a company.
2) In such a case, is a Spanish boating license valid under Norwegian flag (LOA up to 24 m, coastal navigation up to 12 nm from shore and passages to Spanish islands)?
Spain and Norway has an agreement in connection with verification of maritime certificates. You may apply for such endorsement here.
3) In case a change of the flag is required, should we manage this through your organization (and of course the authorities of the new flag)?
