con vuestro permiso, voy a intentar aportar algo a esta interesante discusión:
1- Es muy muy interesante leerse con detenimiento el "ladrillo" de la "exposición de motivos" de la Ley de Costas, en especial el punto IV:

En resumen: la actual Ley de Costas pretende corregir los desmanes del régimen de propiedad privada.
También adjunto un pequeño esquema de mis tiempos de "titulitis" 
por si fuera de utilidad.
