He leido que en algunos paises exigen llevar al dia lo que llaman "carta azul" que creo que se refiere a un control del tanque de aguas negras. ¿Sabe alguien como funciona esto?

Si, hay que llevar el comprobante de las descargas del tanque. Investiga un poco en "MARPOL" y seguro que encuentras info...
de todas formas, si tu puerto base no tiene instalaciones no veo cómo te lo pueda reclamar la Admón....
