Pabellón Holandés: Alguien sabe algo de ESTOOOO???

Estoy interesado en adquirir un velero pequeño con bandera holandesa, y desearía mantenerla.
En su ICP pone flag not applicable, y en la otra cara:

Desde mi absoluto desconocimiento de leyes internacionales del mar, me atrevo a preguntar lo siguiente, y espero que nadie me tire ninguna silla o taburete, si lo que pregunto es una estupidez. Pero desde mi ignorancia allá va:

después de leer los artículos 91 i 94 del UNCLOS,

y ver que están englobados dentro de la parte VII: HIGH SEAS, si lo que se hace es navegación costera a menos de 5 millas por ejemplo, estaríamos en mar territorial de un país de la UE (no en HIgh Seas) y por tanto no estaríamos haciendo uso de los artículos 91 y 94 del UNCLOS que el ICP explícitamente pone que no los cubre. Por ende, podríamos navegar con el ICP legalmente y una bandera holandesa en popa?
