Pues ya puestos a aclarar dudas a los novatos...

¿Qué significa que una regata es de nivel 0, o 2, o nivel 3?

No es una pregunta tan de novato, puesto que en este tema han resbalado hasta las más altas autoridades en el tema en este país.

Las categorías están definidas en las ISAF OFFSHORE SPECIAL REGULATIONS que te las puedes descargar en: http://www.sailing.org/tools/documen...rts1to6101209-[8164].pdf. Comentar que la ISAF (International Sailing Federation) es el "órgano supremo" en el tema de las regatas, de cuyas prescripciones y reglamentos dimanan los de los distintos paises.

Respecto a lo que preguntas y, para que no tengas que buscar, te pego lo que dice al respecto de las categorías de regatas (está en jinglish):

Category 0
Trans-oceanic races, including races which pass through areas in
which air or sea temperatures are likely to be less than 5 degrees
Celsius other than temporarily, where yachts must be completely selfsufficient
for very extended periods of time, capable of withstanding
heavy storms and prepared to meet serious emergencies without the
expectation of outside assistance.

Races of long distance and well offshore, where yachts
