Voy a tratar de contestar a las ¿cuestiones? que planteas en tu post, aún cuando me va a resultar difícil interpretar lo que sólo son copias coloreadas de la página de COSPAS-SARSAT (también podrías haberlas copiado de la página de COSPAS-SARSAT en francés o en ruso, con idénticos resultados ). En todo caso, vaya por delante, "zin acritu" que no me parece conveniente difundir en el foro información que pueda conducir a error, tanto más en un asunto como es éste, relativo a la seguridad en la mar.

What should I do if I sell my beacon? You should log on to the www.406registration.com website and change the status of your beacon to SOLD. Until you do this, the person who bought the beacon cannot register the beacon under their own name.

How do I change registration information if I purchased a beacon from someone else?
The person you bought the beacon from must have changed the status of the beacon to SOLD if it was registered in the IBRD. Once this has been done, you can simply log on to the IBRD (www.406registration.com), select NEW REGISTRATION, and complete the online form. If the previous owner has registered the beacon but not changed its status in the IBRD, you will not be able to register the beacon.

Indicas en rojo que puedes registrar y modificar los datos de las radiobalizas en la web. Esto no es completamente cierto: hay muchos países (entre ellos España y Bélgica, que son las que yo sí he probado) que se han reservado esta posibilidad exclusivamente para la Administración. Si intentas registrar una baliza con MMSI de estos paises, te sale esta advertencia, también en rojo:

Error: Individual registration is not supported, please click help button to view where you can register your beacon.

Y si le das al "help button":

The beacon country is not supported by this registry. Contact info if available.

How do I find my beacon model number?
This is not a required field, however, the model number is usually provided on the beacon itself along with the serial number or with the beacon documentation.

¡Pues claro que el fabricante da habitualmente el número de serie de las balizas! El de la mía, por ejemplo, está grabado en una pegatina. Pero el número de serie de fabricación no tiene por qué coincidir con el "unique serial number" (mira más abajo) asignado a la baliza y empleado en codificar su HEX ID.

If the beacon is encoded with a serial number, it is very important that it be registered as no information about the beacon user can be encoded in the beacon's message. Furthermore some countries mandate registration by law and there may be penalties for not registering.

Para responder aquí te cito otras fuentes autorizadas:

"Administrations will normally specify which coding protocols can be used for the applications that they authorise. Manufacturers of 406 MHz beacons should contact the appropriate national authorities to determine how beacons should be coded for each country."

"A unique beacon identification code shall be made part of all messages. This identification code shall include a 3-digit code for the country in which the beacon is registered, followed by either:

1) the trailing 6 digits of the ship station identity in accordance with Appendix 43 of ITU Radio Regulations; or
2) a unique serial number; or
3) a radio call sign.

Preference is given to method 1).”

"Serial number means a unique number assigned by an administration or a beacon manufacturer. Administrations must ensure that the assigned serial numbers provide a unique beacon identification when used with the country code. Serial numbers assigned by a manufacturer must provide a unique beacon identification when used with the Cospas-Sarsat type approval certificate number assigned to that beacon model."
