Según esto (de la agencia sueca oficial de transporte) parece que sí lo permiten:

Resumo: las embarcaciones de menos de 12 metros ("boats") pueden registrarse, pero no están obligadas.
En caso de registrarse, entre otros, se pide "National registration document or birth certificate showing citizenship (private person)"
o sea el DNI (o documento que muestre la nacionalidad del comprador) no dice que éste deba ser sueco.

Vessels shorter than 12 metres and/or less than 4 metres wide are called boats and may be registered in the Register of Boats.

Boats used commercially for tugging, towing, transport of goods or passengers and for fishing must be registered. Boats used for private use may be registered at the owner’s request.

Registration – boat
Form 14: APPLICATION to register a boat
Boat Survey Certificate – issued by an authorised person such as a pilot, ship surveyor, inspector, Coast Guard official (form 15), or
Copy of a brochure showing the length, breadth and technical specifications of the boat
National registration document or birth certificate showing citizenship (private person) or Company Registration issued by the Swedish Companies Office within the past twelve months (legal person)
Fishing boats: Copy of commercial fishing licence
The following are required for a Certificate of Nationality:

Acquisition document (Bill of Sale, deed of gift, etc.) in the original
Company Registration issued by the Swedish Companies Office within the past twelve months if the seller is a legal person
Change of ownership – boat
Form 16: APPLICATION to record acquisition of a boat or part ownership of a boat
National registration document or birth certificate showing citizenship (private person) or Company Registration issued by the Swedish Companies Office within the past twelve months (legal person)
Deregistration – boat
Form 17: APPLICATION to deregister a boat
Explanation of the deregistration
Original Certificate of Nationality, if one was issued
Note that if the boat is sold, the deregistration must be done by the new owner. When the boat is sold abroad, the deregistration may be done by the former owner, who must provide the buyer’s name and address.
