Abanderamiento En Polonia

Pues resulta que traté de realizar el registro de mi radiobaliza personal PLB en Polonia. Previamente solicité reprogramación, estaba en UK (232), para cambio de país a Polonia (261).


Cursé la solicitud siguiendo el formidable tutorial del cofrade Apagapenol (al que nuevamente quiero darle las gracias, a sabiendas de que dificilmente podremos saldar esta deuda), con el número de estacion de radio que previamente había solicitado y concedido la .Urząd Komunikacji Elektronicznej


Cuarenta y cinco minutos después (45), recibí por correo electrónico el siguiente mensaje:


Dear Sir
many thanks for documents that have been send to Polish Civil Aviation Office.
Nevertheless according to article 86 para 15 of the Act on maritime safety of 18 August 2011 in connection with § 6 para 3 of Regulation of the Minister of Transport, Construction and Maritime Economy of 4 September 2013 on registration of on-board and personal distress signal transmitters, I have to inform you that the beacon cannot be registered in the register runs by the President of the Civil Aviation Authority.
You have sent copy of Ship Station Licence issued by Office of Electronic Communications for yacht XXXXXX.
There isn't beacon ACR PLB-375 in that licence.
You should be informed that in accordance with Polish law (The Act of 16 July 2004 Telecommunication Law) before registration you have to obtain a separate radio licence for PLB using.
If you have that licence please send its copy.
If not you have to send application to Office of Electronic Communications.

Additionally your PLB-375 is a personal locator beacon (PLB) not an emergency position indicating radio beacon (EPIRB) and is wrongly coded with MMSI number 261000838, like EPIRB (15 HEX ID attached)
According to international law PLB has to be coded location protocol with Polish country code plus with serial number and TAC number.

Therefore before registration you shall obtain proper radio licence and PLB shall be proper coded.

Es decir, aparte de que la radiobaliza fue mal programada (como una EPIRB), es necesario solicitar una licencia de radio específica para la PLB, que se solicita a la misma Agencia de Comunicaciones Electrónicas (Urząd Komunikacji Elektronicznej ), pagar una tasa de 82 Zloty (18 € ) acompañando copia de marcado CE y una foto de la placa de datos de la baliza, en la que se vea el número de serie.


Una vez obtenida esta nueva licencia, cursar nuevamente la solicitud de registro de la PLB a la Agencia de Aviación Civil polaca.
